Release Project Funding in Stages Without Leaving the Next Step Undefined

The business approves discovery, and the team assumes implementation funding will follow automatically. Staged project funding should specify what the current authority covers, what evidence the stage must produce and who decides the next commitment. A small first approval is not standing permission for the whole initiative.

APM distinguishes investment appraisal and project funding. This article addresses internal project authorisation. It is not accounting, tax, borrowing or investment advice; affordability and commercial obligations need the relevant qualified owners.

Define the decision each stage should resolve

Use stages to reduce a meaningful uncertainty before a larger commitment. Discovery might establish the operating problem and options. A later evaluation might test whether a proposed approach can satisfy an important requirement.

Avoid creating stages that merely divide the original budget into convenient instalments. Ask what the business expects to learn and what it could choose differently afterwards.

Write a stage funding card

Record:

  • Work and outputs currently authorised.

  • Spending and commitment authority through the actual governance.

  • Information or evidence the stage must produce.

  • Assumptions about later stages and their limitations.

  • Internal and supplier commitments that extend beyond the stage.

  • Decision-maker, review date and possible next decisions.

  • Exit or holding arrangement if further authority is withheld.

Keep actual commercial terms visible. A project label does not determine cancellation rights or whether a supplier commitment can be stopped at the stage boundary.

A hypothetical discovery approval

A business authorises a bounded review of its client booking process. The intended output is a confirmed problem, feasible options and an outline of implementation requirements. It does not authorise buying a new system during an attractive demonstration.

At review, the sponsor may fund a controlled next step, request more evidence, choose a simpler non-system change or stop. Each option should be workable under the commitments already made.

If discovery requires an early booking that creates later obligations, the relevant owner assesses that exposure before approval. It must not be hidden inside the claim that only a small stage is being funded.

Give the team a route when the decision is late

Identify what may continue while a new authority is pending and what must wait. Confirm who communicates with suppliers and operational teams. Do not allow uncertainty about funding to turn into unofficial work performed against an assumed future approval.

If holding the team creates cost or loses a supplier window, put that consequence into the decision request. Earlier stage-gate dates can be more useful than repeatedly marking the same approval urgent.

Review the whole ambition as well as the stage

An individually affordable stage can still lead toward an unjustified or unaffordable overall project. Keep an updated view of likely future needs and benefit assumptions, with appropriate uncertainty.

The small-team project plan connects authority with the work sequence. For the connected task, read What Should a Project Sponsor Actually Decide?. If a small project approval is quietly becoming permission for a much larger spend, discuss your project requirements.
